According to VOV's reporter, at around 3 pm on March 10, along Highway 1A from Phu Xuyen district to Hanoi, many farmers burned straw on both sides of the road.
The smoke from the burning straw was so dense that it reduced visibility and made it difficult for drivers to travel. Many people had to wear masks or cover their mouths and noses with towels to avoid inhaling the smoke.
Burning straw is a common practice of farmers in suburban Hanoi after harvesting rice. However, this not only causes environmental pollution but also wastes a valuable resource that can be used for other purposes such as animal feed, fertilizer, or mushroom cultivation.
According to the Law on Environmental Protection, burning straw and agricultural by-products is prohibited and subject to a fine of up to 3 million VND. However, due to the lack of awareness and supervision, many farmers still violate this regulation.
Mr. Nguyen Van Thanh, a farmer in Phu Xuyen district, said: "We know that burning straw is harmful, but we have no other choice. We don't have enough land to bury or compost the straw. We also don't have buyers or machines to collect and process it. If we don't burn it, it will occupy the field and affect the next crop."
Mr. Nguyen Van Tuan, head of the Department of Natural Resources and Environment of Phu Xuyen district, said: "We have disseminated and educated farmers about the harmful effects of burning straw and the legal sanctions for violators. We have also coordinated with local authorities and mass organizations to monitor and handle cases of burning straw. However, due to the large area and number of farmers, it is difficult to control this situation completely."
Mr. Tuan suggested that there should be more support from the state and enterprises in providing equipment, technology, and markets for farmers to collect and utilize straw effectively. He also called for more cooperation from farmers in protecting the environment and public health.
